Each year during its Annual Convention, TSBA announces the All Tennessee School Board. The All Tennessee School Board criteria include: achievement of the Level IV Boardsmanship Award; a high quality of service, with an emphasis on the previous 12 months; participation in board development activities with emphasis on the previous 12 months; specific accomplishments of the local board of education during the nominee’s term on the board; and leadership activities at the local, regional or state level.

The All Tennessee School Board nominee receiving the highest collective ranking by the judges is the recipient of the School Board Member of the Year/C. Hal Henard Distinguished Service Award and serves as chairman of the All Tennessee School Board. The Tennessee School Board Member of the Year/C. Hal Henard Award is the highest recognition given by TSBA to a board member.

Members of the 2013 All Tennessee School Board are:

  • Sharon Brown, McMinn County “She is known for her professional conduct and enthusiasm for the advancement of students in our county,” said the McMinn County Superintendent.
  • Bobby Johnson, Jr., Loudon County “He has an amazing way of helping educators and others feel appreciated and welcomed. He is an asset to our system in the fact that he has always worked hard, believed in our kids and wanted the best for our system,” said a fellow Loudon County school board member.
  •  Melinda King, McMinn County “She works diligently to help our system and is a true advocate for education,” said a fellow McMinn County school board member.
  • Mike Lowry, McMinn County “He is well respected in our county and a true advocate for education,” said a fellow McMinn County school board member.
  • Richard Rowe, Sweetwater “He is a true servant leader and does not look at his position as one of power, but rather of a position to help the students and teachers in our community” said Sweetwater Superintendent.
  • Mary Wade, Murfreesboro “She is readily accessible to the community and is able to understand the differing perspectives and roles of the varied stakeholders within our city. She is a true served leader giving herself without reserve and without fanfare,” said a fellow Murfreesboro school board member.
  • Henry Webb, McMinn County “He is a man of integrity and a strong supporter of our educational programs,” said the McMinn County Superintendent.
